ARTICLE 1. Employment of Prisoners Generally [2700 - 2717] Â Â ( Heading of Article 1 amended by Stats. 1941, Ch. 893. )
  2701.  (a) The Department of Corrections and Rehabilitation is hereby authorized and empowered to cause the prisoners in the state prisons of this state to be employed in the rendering of services as are now, or may hereafter be, needed by the state, or any political subdivision thereof, or that may be needed for any state, county, district, municipal, school, or other public use, or that may be needed by any public institution of the state or of any political subdivision thereof, or that may be needed for use by the federal government, or any department, agency, or corporation thereof, or that may be needed for use by the government of any other state, or any department, agency, or corporation thereof, except for services provided by enterprises under the jurisdiction of the California Correctional Training and Rehabilitation Authority. The Department of Corrections and Rehabilitation may enter into contracts for the purposes of this article. (b) The Department of Corrections and Rehabilitation may cause prisoners in the prisons of this state to be employed in the rendering of emergency services for the preservation of life or property within the state, whether that property is owned by public entities or private citizens, when a county level state of emergency has been declared due to a natural disaster and the local governing board has requested the assistance of the Department of Corrections and Rehabilitation.
